Job Vacancy : Community Service Office

Grade : 12

Reports to the Director of Housing and Community Services Officer.

Duties and Responsibilities

Planning and Coordinating development projects in the areas of vocational training, cooperatives, sports, exchange visits, camping and micro enterprises
Crafting and executing marketing plans for the department in the areas of sports and recreation, social amenities such as stadium and halls through strategies such as advertising, brochures, flyers and newsletter
Initiating and promoting local talent identification and nurturing in areas such as performing arts , drama, visual arts and sports
Administration and supervision of social amenities i.e halls, stadiums, pre-school, children’s home, library facilities and ceremonies
Initiating and write projects proposal in response to community needs
Provide information and counselling and psychological support to resident families and staff
Organising workshop to promote publicity and social responsibility programs by the business community
Events management on social calendar date such as world habit day, day of the elderly and world aids day
Exercise any other function as assigned by Director of Housing and Community Service Officer

Qualifications and Experience

Bachelor of Social Work/ Social Science Degree
A minimum of 3 years experience in a local authority environment
Good knowledge of any computer package preferably Pronum and must have a clean class 4 driver’s license
One who can work under pressure and a self starter

Job : Water Technician

Grade : 11
Reporting to the Director of Works

The Person Specification

This is a middle management post in Council and the incumbent should posses the following qualifications

A Degree in B.Sc/B Eng (Hons) in Civil/ Civil and Water Engineering or a Higher National Diploma in Civil Engineering from a recognised institution
A minimum of 3 years experience on Water and Sewer infrastructure
Full membership of Zimbabwe Institute of Engineers (ZIE) or Engineering Council of Zimbabwe (ECZ) is an added advantage
Computer skills with Auto-CAD and GIS knowledge
Knowledge of Local Authority system and previous working experience in a Local Authority environment or Water Utility Entity will be also an added advantage
Report writing skills
Be in possession of a clean class 4 driver’s license

Duties and Responsibilities

The incumbent shall be reporting to the director of works and will be responsible for the following

Manage the Water Reservoirs, Water Distribution Network, Sewer Reticulation and Sewage Disposal Facilities
Preparation,design and costing of infrastructure Development of Water and Sewer reticulation of the Town
Preparing Water and Sewerage Section work plans and proram of works as well as the section’s monthly reports
Supervise the delivery of Water to Residents and Business Community
Test and maintain Water and Sewage Quality Standards and carryout regular inspections

Job : Public Relations Officer

Grade : 12

Reports to the Town Secretary

Duties and Responsibilities

Handling of Public relations activities and publicity campaigns in liaison with Heads of Department
Promoting the goodwill and image of council
Speaking publicly on interview, press conference and presentation
Managing the Council’s communication, risk and opportunities with different clients and stakeholders
Initiate and organize promotional events such as press conference, open day exhibitions, tours and visits
Attending to complaints and queries as Councils desk person and link with residents, rate payers, clients and stakeholders
Developing media relations strategy
Designing, writing and producing presentations, press release, articles, leathers, in-house journals, reports,publicity brochures and speeches
Arranging all consultative meetings and community engagement programs
Preparation of monthly and annual reports for secretary
Managing and updating Council website, Facebook and all social media platforms
Any other duties as assigned by the accounting officer

Qualifications and Experience

A Degree from a recognised University in Public Relations, Communications, Journalism, Media or equivalent is a must
A post graduate qualifications in Public Relations/ Media is an added advantage
At least 3 years experience in Public Relations/ Media and Community Engagement
At least 3 years experience in Public Relations / Media and Community Engagement
At least 3 years relevant work experience
Must be highly computer literate
Proficient in use of Cameras, audios and video recording devices
Member of a recognised media board in Zimbabwe
No criminal record ( A valid police clearance must be attached)

Good research skills & exceptional analytical skills
Good written and oral communication
High level of creative energy and result oriented focus
Ability to identify communication related risks and opportunity
High level of computer proficiency and advanced web design skills
Sound knowledge of Social media platform
Monitoring and updating website and social media platform
Featuring articles for the press and newsletter
Oversees all publicity campaign for the Council

Job : Road Technician

Grade : 12

Reporting to the Director of Works

The Person Specification
This is a middle management post in Council and the incumbent should posses the following qualifications

A Degree in Civil Engineering or a Higher National Diploma in Civil Engineering from a recognised institution
A minimum of 3 years experience on Roads, Bridges and Storm Water Drainage Infrastructure Development
Full membership of Zimbabwe Institute of Engineers (ZIE) or Engineering Council of Zimbabwe (ECZ) will be an added advantage
Computer skills with Auto-CAD and GIS knowledge
Knowledge of Local Authority system and previous working experience in Local Authority or Department of Roads environment will also be an added advantage
Report writing skills
Be in possession of a clean class 4 Driver’s Licence

Duties and Responsibilities

The incumbent shall be reporting to the Director of Works and will be responsible for the following

Taking charge and supervision of the Roads Section, including the implementation and acquittal of the Road Fund.
Preparation, design and costing of infrastructure Development of Roads, Bridges and Storm Water Drains
Preparing Roads section work plans and Program of works as well as the section’s monthly reports
Coordinating the training and development of subordinates
