District Engineer
Planner
Security Officer
Cashier – 4 Posts

Job : District Engineer (Grade 10)

Qualifications and Skills

A BSc Degree in Engineering or BEng in Civil and Water Engineering
At least 1 year hands on experience in civil works
A clean Class four (4) Driver’s License
A Clean Criminal Record

Main Duties and Responsibilities

Reports to the Chief Executive Officer
Formulates Departmental Plans
Designs and Prepare Drawings for Council projects
Prepares committee budget
Formulates and programs all council implementation plans
Facilitates EIA for new projects
Prepares acquittal reports for council funds and government grants
Servicing the Roads, Works and Planning Committee
Manages and monitors the implementation of outsourced contracts
Responsible for roads maintenance within the district

Job : Planner (Grade 9)

Qualifications and skills

A Degree in Rural and Urban Planning or equivalent
At least 2 years experience in a similar position
The person should be 30 years and above
Distinct computer skill such as Autocad and GIS

Main Duties and Responsibilities

To coordinate and manage day to day functions of spatial Planning
Production of layout plans in consultation with the Department of Spatial planning
Carryout plan approvals
Supervision of land survey
Pegging of stands
Any other duties as assigned by the supervisor

Job : Security Officer

Qualifications and Skills

A Diploma in Security and Risk Management
A relevant degree would be a distinct advantage
5 O Levels including English Language
At least 2 years experience in a similar position
Ex ZRP/Army/Prison Service an added advantage

Main Duties and Responsibilities

Enforcement of Council By- Laws
Safeguarding of Council Assets
Ensuring that cash in transit is conducted timeously
Regular servicing of Council firearms and safeguarding of the same
Compiling weekly, monthly, bi-annually and annual reports for the section
Instilling discipline amongst members of the security
Facilitating training of all security members
Advising council on all security matters
Any other duties as assigned by the supervisor

Job : Cashier – 4 Posts (Grade 3)

Qualifications and Skills

A minimum of a Diploma in Accountancy or related field
Proficiency in Pastel Accounting Packages
Computer literate
Should be 35 years and below

Main Duties and Responsibilities

Receives cash from clients, allocates to relevant accounts and issues receipts
Captures same information into Pastel
Prepares banking schedules and submits to Accounts Clerk for mastering and banking
Pays various clients as per payment voucher and records in the Payment Register
Ensures clients sign for receipt of cash in register and payment voucher
Updates debtors’ ledger on receiving cash
Keeps council security items (Cash, receipt books, date stamp, ledgers)
