Preamble
The rules of the human community presuppose the cultivation of universal forms of behavior that facilitate the communication of people demonstrating maximum peace and respect for each other. Protocol is the fine art and science of facilitating events for people of different cultures to find common purpose, engage strategic and sensitive issues, and create long-term relationships. The Chief Director, Protocol post is a strategic Senior position superintending over all protocol issues involving the President and other visiting Heads of States. These include issues relating to the Head of State’s flight arrangements, accommodation, security as well as organizing the programmes and logistics for state functions by the President. Protocol requires knowledge of politics and geography, economics and culture, national and religious traditions of various states, close attention to the smallest details. In
addition, the need to use generally accepted international norms and rules of conduct in dealing with foreign partners objectively contributes to their rooting and the practice of relations between your compatriots.
The post reports to the Head of Department.
DUTIES AND RESPONSIBILITIES
- Oversee the formulation, implementation and review of strategies, programmes, policies and guidelines on protocol and ensure that they are in sync with the Office’s Strategic Plan and National Development Goals and aspirations.
- Superintend over the planning, coordination and implementation of all Presidential itineraries and programmes;
- Preside over the management of His Excellency the President’s external programmes and international issues related thereto.
- Ensure that travel arrangements for His Excellency the President such as delegation list, over flight clearances, Travel allowances, transport and accommodation are in order;
- Oversee the management and coordination of all VIP visits to Zimbabwe;
- Direct all protocol arrangements for State functions.
- Liaise with Missions accredited to Zimbabwe and ensure that good rapport exists between Zimbabwe and the Missions in consultation with the Ministry of Foreign Affairs and International Trade.
- Liaise closely with Ministry of Foreign Affairs and International Trade on the development, designing and implementation of a module on National Protocol Training.
- Coach and counsel subordinates.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
- At least a Master’s Degree in Political Science, Public Administration, Public Policy, International Relations or equivalent.
- A minimum of two (2) years’ experience in the Director Grade or equivalent in the Public Service

DIRECTOR, ECONOMIC PROGRAMMES
REPORTS TO : CHIEF DIRECTOR, PROGRAMME IMPLEMENTATION MONITORING
DUTIES AND RESPONSIBILITIES
- Formulate, evaluate and review policies and regulations for monitoring economic programmes and ensure that they are in sync with the National Development imperatives and aspirations.
- Superintend over the development of effective concepts, policies and procedures for monitoring economic programmes and projects;
- Coordinate the implementation and monitoring processes of economic development policies, programmes and projects by Government Ministries, Departments and Agencies.
- Facilitate monitoring and evaluation meetings on the implementation of national development priority programmes and projects such as the National Development Strategy 1.
- Superintend over the compilation of periodic reports on implementation progress of economic programmes and projects;
- Maintain an updated database of all economic programmes and projects;
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
- A Degree in Social Sciences preferably Economics, Political Science, Public Administration, Public Policy, Development Studies, Sociology or equivalent.
- A Master’s Degree in any of the above fields will be an added advantage.
- At least eight (8) years relevant experience, two (2) of which must be at the Deputy Director grade or equivalent.

DIRECTOR, STRATEGIC BUSINESS UNIT
REPORTS TO : CHIEF DIRECTOR, SUPPORT SERVICES
DUTIES AND RESPONSIBILITIES
- Spearhead the formulation, review and implementation of Policies, Regulations and standards policies to manage Strategic Business Units in line with the Agency’s strategic plan.
- Oversee the development and strengthening of business strategies, inspection and valuation procedures to improve current and future management of Real Estate and Strategic Business Units outputs, outcomes and impact;
- Superintend over the utilization of all RIDA Land and Buildings;
- Identify, implement and manage new Business Units to generate revenue for RIDA;
- Coordinate the implementation of training and development needs for all staff in the division to achieve desired RIDA goals and objectives;
- Oversee the conducting of an environmental scanning in organizations with similar activities for RIDA and improve RIDA performance;
- Superintend over the assessment of the performance of all Sections under the Strategic Business Unit Division and submit outputs, outcomes and impact to the Director General;
- Manage the production of monthly, quarterly, half yearly and annual progress on all Real Estate and Strategic Business Units Activities to the Chief Director.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
- Degree in Entrepreneurship and Business Management or Planning/ Business Studies or equivalent
- A relevant Master’s degree is an added advantage;

DIRECTOR, PLANT & EQUIPMENT
REPORTS TO : CHIEF DIRECTOR, OPERATIONS
Duties and Responsibilities
- Formulate policies, regulations, guidelines, strategies and procedures for the hire and use of vehicles, plant, equipment and machines in the provinces and districts.
- Manage and control all the vehicles, plant and equipment, machines, aircraft, marine and radio operations
- Ensure provincial and district plant and equipment workshops throughout the country are properly equipped and providing an effective and efficient service
- Superintend over the preparation of an annual programme for the procurement and replacement of vehicles; plant and equipment and of disposal of obsolete vehicles, plant and equipment
- Coordinate the preparation of the Public Sector Investment Programme for the procurement of vehicles , plant and equipment and participate in the discussions with Treasury.
- Provide technical guidance to the divisional heads and workshop managers
- Manage the production and submission of reports on plant and equipment on a regular basis to the Chief Director.
- Establish effective liaison with relevant government departments and other stakeholders in rural land tillage in the Provinces and Districts.

- Degree in mechanical engineering or equivalent qualification

- National Craft Certificate and fleet Management qualification would be an advantage.

DIRECTOR, LEGAL SERVICES
REPORTS TO : DIRECTOR GENERAL
DUTIES AND RESPONSIBILITIES
- Provide sound legal advice on various legal issues pertaining to the day-to-day administration of the Agency.
- Superintend over the examination of legal processes and identification of all legal issues and the collection and compilation of all facts and evidence relating thereto.
- Formulate policy in relation to the pieces of legislation under the Agency.
- Keep abreast with the legislation pertaining to the Agency and recommend the necessary changes thereto.
- Oversee the drafting of various legal documents after proper and detailed research
- Analyse contracts and advise concerned parties before they are signed
- Coordinate the drafting of various legal documents and the necessary Cabinet

DIRECTOR, INTERNAL AUDIT
REPORTS TO : DIRECTOR GENERAL
DUTIES AND RESPONSIBILITIES
- Formulate audit strategy, audit plan and budget based on the Agency’s Strategic Plan.
- Oversee the development and implementation of annual strategic plans and audit programmes and assignments for the Agency.
- Develop risk based Annual Audit Plans and review them in accordance with developments in the business operating environment and risk changes.
- Develop Internal Audit Charter and Manual for approval by the Audit Committee and the Director General.
- Deliver independent, efficient and effective Internal Audit Services in line with International Professional Practice Framework (IPPF) Standards, Public Finance Management Act, Treasury Instructions, Regulatory guidelines and other best practices.
- Monitor and Evaluate Audit work to ensure that it fulfills the general purpose and responsibilities approved by management as required by Section 80 of the Public Finance Management Act and Section 19 of the Audit and Exchequer Act.
- Provide policy and technical guidance to Audit staff and enforce conformity with standards of Internal Audit, Public Service Regulations & Procedures.
- Analyse audit replies and check compliance with standing rules and regulations and guide the interpretation of Treasury Instructions and Circulars.
- Provide technical advice to the Director General, Audit Committee and Executive Management on the improvement of operating systems and procedures as well as amendments to the Audit Plan.
- Approve final audit work/reports before issuance and distribution to the Director General, Auditor General’s and Accountant General Offices.
- Prepare and assign Audit assignments to subordinates and recommend staff development training based on identified gaps to ensure adherence to Audit best practices and policies.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
- A Degree in Accountancy or Finance and/or full qualification in any of the following: CIA, CA (Z), ZIPFA, CIS, CIMA or ACCA.
- Must have at least 8 years’ audit experience, 2 of which must be at a senior level such as Chief Internal Auditor.
- Thorough knowledge of Public Service Accounting and Audit regulations and procedures as well as Public Finance Management System is a must.

DIRECTOR, ROADS
REPORTS TO : CHIEF DIRECTOR, OPERATIONS
DUTIES AND RESPONSIBILITIES
- Oversee the formulation of policies, regulations, guidelines, procedures and strategies for the development and management of rural roads and road infrastructure, in liaison with other road authorities (Department of Roads and Local Authorities).
- Coordinate feasibility studies and the mapping of rural roads and road infrastructure and maintain a database by Province and District.
- Superintend over the planning, designing, surveying, construction and maintaining of rural feeder roads, bridges and other drainage infrastructure.
- Facilitate the location and handover of road and bridge construction locations, areas and sites.
- Facilitate the awarding of tenders, cost estimations and the procurement of essential technical services, plant, equipment, machinery and materials for road infrastructure.
- Coordinate the assessment of the conditions of rural roads and bridges through an integrated monitoring and evaluation system.
- Oversee the development of roads and road infrastructure in the Provinces and Districts.
- Coordinate plans for maintenance of plant, equipment, machinery and materials for the development and management of roads and bridges in the Provinces and Districts.
- Monitor the implementation of plans and strategies for the construction and maintenance of rural roads and bridges.
- Evaluate the socio-economic impact of the RIDA policies, regulations, guidelines and procedures for the provision of roads and bridges in the Provinces and Districts and ensure they contribute to socio-economic development of rural areas.
- Facilitate the approval of rural road and road infrastructure projects in the Provinces and Districts.
- Establish effective liaison with relevant government departments and other stakeholders in the development and management of roads and road infrastructure in the Provinces and Districts.
QUALIFICATIONS, EXPERIENCE & ATTRIBUTES
- Bachelor’s degree in Civil/ Structural Engineering or equivalent.
- A Masters degree in the above fields will be an added advantage.
- Sound knowledge of roads and road infrastructure, mapping, development and management.
- Certification and/ or licensing with a relevant professional accrediting organization will be a distinct advantage.
- A minimum of two years relevant experience at Deputy Director level , Provincial Road Engineer or equivalent.
- Proven track record of participation in mapping, development and management of roads and road infrastructure.

DIRECTOR, INFORMATION COMMUNICATION TECHNOLOGY (ICT)
REPORTS TO : DIRECTOR GENERAL
DUTIES AND RESPONSIBILITIES
- Spearhead the development and establishment of Agency-specific and cross- cutting ICT policies, procedures and systems and ensure that they are in sync with the Agency’s strategic goals and national development imperatives.
- Oversee all ICT operations in RIDA and evaluate them in terms of their relevance to established goals and national development aspirations.
- Oversee the development, implementation, and maintenance of ICT systems and infrastructure within RIDA.
- Spearhead the design, implementation, and maintenance of Disaster Recovery Plans and policies and the formulation of a Business Continuity Plan in the Agency.
- Superintend over the smooth running of all ICT systems, including anti-virus software, print services and email services and provide appropriate and timely ICT solutions and responses to the Agency’s operational process challenges.
- Facilitate the identification of ICT user needs and recommend the purchase of appropriate, efficient and cost-effective technological equipment and software.
- Spearhead IT projects, System Evaluations and System Changeovers
- Prepare Recurrent and Capital ICT bids for the Agency
- Develop a comprehensive backup plan for RIDA databases and critical information and perform periodic databases restore testing and ensure resumption of services at the RIDA Offshore site
- Coordinate the development of collaborative partnerships with development partners and create and maintain strategic relationships with providers of ICT services.
- Oversee the development of budgets and funding strategies for ICT related activities and components.
- Manage regular ICT infrastructure audits to identify areas for hardware and software upgrades in line with global trends.
- Oversee contractual arrangements related to ICT services and acquisitions
- Drive the implementation of stringent quality standards in the provision of ICTs for RIDA.
- Facilitate the provision of learning and development programs for staff in line with emerging developments in Information Technologies.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
- A first Degree in Computer Engineering/ Network Engineering/ Computer Science/ Information Technology/ Information Systems or equivalent.
- Possession of a Masters Degree in any of the above-mentioned fields is an added advantage.
- A minimum of two (2) years working experience at Deputy Director level or equivalent grade.
- Knowledge of SAP BASIS or ORACLE DBA Developer would be considered.

DIRECTOR, PROCUREMENT MANAGEMENT
REPORTS TO : DIRECTOR GENERAL
DUTIES AND RESPONSIBILITIES
- Superintend over the procurement activities of the Agency;
- Provide high level technical guidance in work requirements and methods;
- Oversee the preparation of bidding documents in compliance with the Public Procurement and Disposal of Public Assets Act;
- Manage the preparation of bidding notices and shortlists;
- Spearhead bidding processes including pre-bid meetings, clarifications and the receipt and opening of bids;
- Supervise the Agency’s Evaluation Committee in accordance with the Public Procurement and Disposal of Public Assets Act;
- Oversee the evaluation of bids and any post-qualification negotiations;
- Superintend over the preparation of evaluation reports including contract award recommendations in accordance with the Public Procurement and Disposal of Public Assets Act;
- Manage the preparation of contract documents and their management;
- Submit procurement and evaluation reports to the Director General ;

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
- A degree in Purchasing and Supply Chain Management / Purchasing and Materials Management or equivalent

DEPUTY DIRECTOR, NATIONAL CYBER SECURITY
REPORTS TO : DIRECTOR, CYBER SECURITY CENTRE
DUTIES AND RESPONSIBILITIES
- Plan, implement and operate systems that can detect cyber-attacks on client systems before or during the attack.
- Convey the unique requirements of high severity incidents to the
- Develop policies and protocols for hiring and building new processes.
- Establish an efficient Security Information and Event Management (SIEM) software systems to analyse log and event data in real time.
- Provide reports from the SIEM software on security- related incidents and events such as successful and failed logins, malware activity and other possible malicious activities.
- Send alerts to Cyber Security Network Operations Centre (CSNOC) clients if analysis shows that an activity runs against predetermined rule sets and thus indicates a potential security issue.
- Update and maintain the systems on a regular basis.
- Oversee day to day CSNOC operations, escalations, ticketing and communications with all customers
- Develop processes and procedures within the CSNOC and update and maintain documentation associated with the processes and procedures.
- Generate key reports for the Management including but not limited to system availability, service agreements, ticket resolution and customer issues.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
- A degree in any of the following areas:-
Computer Engineering; Network Engineering; Computer Science; Business Management and Information Technology or Information Systems.
- A higher degree in the above mentioned fields would be an added advantage.
- A minimum of 6+ years relevant ICT experience five of them in a Network Operations Centre (NOC) environment
- At least two ICT Professional certifications from the list of computer. Information systems science/ engineering MCSE, MSCP, CCNA, CCNP,CCIE, CEH, EC-Council etc.
- Experience gained by working with or inside a CSIRT/CERT or SOC is a plus.
- Knowledge of Network concepts, server computing, telecom technologies.
- Understanding of TCP/ IP and QOS in the LAN, WAN and WLAN.
- Has understanding of LAN (Layer 2), WAN (Layer 3) networking protocols and technologies including switching, routing and security.

DEPUTY DIRECTOR, INFRASTRUCTURE PLANNING & DEVELOPMENT
REPORTS TO : DIRECTOR, INFRASTRUCTURE PLANNING & ENVIRONMENTAL MANAGEMENT
Duties and Responsibilities
- Coordinate the implementation of appropriate urban infrastructure development policies and programmes in the Province
- Recommend appropriate urban infrastructure policies and programmes to the Director.
- Coordinate urban community design policies, plans, design guidelines and written reports related to road improvements, landscape improvements, commercial development, residential development and integrated community design in the Province.
- Recommend the review of existing policies, procedures and guidelines concerning the appraisal and approval of applications for urban infrastructure development and assess the progress towards achieving sustainable economic development and poverty reduction in the Province to the Director.
- Develop urban sector policy and strategies for urban infrastructure development in consultation and coordination with other relevant Government Ministries, Departments and Agencies.
- Facilitate dialogue with other stakeholders and development partners on infrastructure development and planning thematic areas, promote efficient use of resources and encourage participatory approaches to development planning, financing and sustainability.
- Manage the conduct of research programmes designed to increase efficiency and effectiveness of urban infrastructure, access to urban infrastructure and public transport services for urban areas in terms of demand, supply and efficiency and recommend appropriate remedial measures.
- Incorporate sustainability principles in infrastructure development operations.
- Provide professional and technical advice to Local Authorities, line Ministries and other stakeholders on matters relating to urban infrastructure development.

- A Degree in Rural and Urban Planning/Town Planning/Regional and Urban Planning/ Architecture/ Civil Engineering or equivalent.
